The obese had the right to die of disbetes, not Trump Corona Virus. And the over 70 died of lower lung function. It does not come from obesity.

It's not in the legislative arena to take preventive, quick action. They specialize in bail outs. Even Republicans, when it's your president that screwed up.

The president has wide powers, numerous departments to go to action. Provided you put in some managers.

The president has wide executive powers. He chose a leader in each cabinet position to make those departments look ridiculous and to be block their actions on business.
