There's too much information missing for me to form a judgement here. For instance, were these fellas rude or were they well-behaved? Did they explain that they were waiting for a friend before they ordered, or no? Just how long were they sitting there not ordering anything? And is not ordering anything while you're waiting for someone a common thing,in general? Because it seems pretty strange to me. Managers need the right to refuse based on their own judgement. That's what applies in most places at the moment.
After this, the only option left is to allow everybody, or refuse everybody.
