If the oversight process was really about efficiency and good governance, fair enough. Most "government" research is done in universities.
The FDA does little work of its own. They can look at data, they can ask for samples etc., but the customer, drug company, pays all the studies. FDA experts are desk jockeys.
NIH does research. It's like a little university. Post docs only.
