No, it isn't.
Article 2.

Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.

Article 18.

Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Article 19.

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 20.

(1) Everyone has the right to freedom of peaceful assembly and association.
To apply article 30 to invalidate article 2 you have to make the case that expression of opinion is an act aimed at the destruction of any of the rights or freedoms set out in the act. So get on it. I'm interested to hear your case.

All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.

These rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations.

Were the Nazis at Charlottesville inciting to discrimination against the equality before the law for any group? It seems to me that's exactly what your side is doing.

It seems to me you're hinging your interpretation upon Popper's precept that 'enemies' of the 'open state' are outside the protection of the law rather than anything in the charter.

Popper's idea had a heavy influence on the charter. "Open Society" was published three years before the UN declaration. Articles 29c and 30 are directly based on Popper's idea of the paradox of tolerance.

And his ideas placing 'enemies' outside the law were notably not included. Significant? He just replaced Fascist Society by Open Society and kept the same precepts with a different target group. Nazism by another name.
