The only reference to "Glücklich wie Gott in Frankreich" I could find is in French, and having put some of it through Google translate it became obvious that it was about the German occupation of France rather than an etymological examination of the idiom.
Actually, if you want French results, the French version "Heureux comme Dieu en France" is more productive... though interestingly enough, the wikiquote article sends you to the Yiddisch quote rather than to a German one.
