Currently, all the Videos of the incident Show a single attacker with a single handgun. There is a video that Shows a word fight between the attacker and a bystander in which the attacker says how he was maltreated as an unemployed and he also mentions that he had been to a closed Psychiatric ward before.

The whole reason the media don't jump to conclusions and hold off speculating on who did it any more is because 5 years ago this day there was a terrorist attack in Norway, and all over the news, everywhere, they were saying it was an Islamist attack - but then it wasn't.
