Years ago there was a subsidized housing project in the city where I grew up that was, for the longest time, predominantly occupied by Hispanics. It was a constant source of dog-at-large complaints (and dog bites) to the police department. Shortly after the Vietnam Boatlift resettled Vietnamese refugees began moving in to the complex. Within a couple of years it was entirely occupied by Vietnamese and the Hispanics had moved out.
Interestingly, within a few months of the Vietnamese influx the dog-at-large and dog bite complaint ratios dropped to nearly zero.
