Police report the culprit was known to police for regular drug offences (as a consumer not dealer) and last caught with illegal drugs just two days ago on Sunday in the context of a techno parade. There is no hint of any connection to islamic or right-wing groups so far. His statements are attributed to acute mental confusion. More details expected in 1,5 hours during a press conference.

The guy had spent the Sunday and Monday in a mental hospital after a drug incident. Then went to Munich on Monday where he was looking for a hotel but says he couldn't find one he could afford. He then (shortly after midnight) went to Grafing via train where he arrived around 1am. He then spent several hours there on the train station until he started to randomly attack people at around 4:30 am.

He acknowledged he shouted Allahu Akbar and says that he had converted to Islam. But police have found no hint to religion on his facebook account or in his apartment so far.

Now clarification that he had no drugs on him, just traces of marijuana. No prior convictions for drugs reported. Mental problems seem to have appeared out of nothing this weekend. I'd guess: Maybe a brain tumor or someone sold him some very bad drugs.

The police couldn't identify him as posing a high enough risk to himself or others to take any action.

Let's assume that the doctors find a brain tumor which caused the erratic behaviour. The tumor is removed and the guy is back to being normal. Do you agree that there should be no punishment in that case?

The cops have to have a set of objective criteria. I'm sure they have some scope in interpretation as well.
Dude could have had a head injury, or been trolled on the Internet, or had cannabis psychosis.

The guy is reported to have used cannabis. And some of the things he said fit what I would call a psychosis. For example: Police say they asked him why he was barefoot. He answered that there were bugs in his shoes that were biting him and burning his skin. However, they found nothing unusual on his feet.
