I'm not sure that that's feasible.
If your black hole was little, it's gravitational pull would be incredibly low. I don't think it would be pulling in matter like a real black hole does.

The black hole was just an example of potential science (fiction), who knows what people will come up with in the future. Point is it is only going to be more destructive. There are a reason chemical and biological called poor mans nuclear weapons
