It's already uncivilized, but what rEv said is what I was getting at. In many places over there the guy would get a pat on the back, especially if the girl was going to school or walking outside without a male family member. It may represent a small step in the general direction of civilization.

But it's not clear on the reason why he's getting this punishment. Perhaps in this very same place he would be getting a pat on the back, for the same or similar actions under different circumstances. These punishments are "based on the principles of Islam", and apparently they are quite common so obviously (and as we all know anyway) this sort of thing is not an effective deterrent. And other laws also based on the principles of Islam are still further subjugating women. And as MM says, who knows if he's guilty?
