What I don't get is why letting off a gun for such a thing in a residential area should even be legal. And why a HUMANE officer didn't have a better humane killer than a gun, and do it in his truck, not in front of kids. A plastic sack with chloroform would do the job in no time, and in private.

Cats are responsible for hundreds of millions of small animal deaths each year...many bird species are on the edge of extinction. Wild feral cats need extermination. The means is unimportant. The end is the goal and preserving bio-diversity trumps a few pointless kittens.

Add a silencer and don't say anything to the kids and nobody will even hear it. His egregious mistake was in not telling the mother to take the kids away. Probably not, which means that a silencer would have been useful.
Then again, this could be considered a "teachable moment" for the kids...after all, farm parents expose their kids to the realities of farm life pretty early by teaching them that livestock is livestock not pets. Is it actually any worse than making a kid watch the chicken she's going to eat for dinner being beheaded, plucked and cleaned? I think it has somewhat to do with the delicate sensibilities of urban dwellers who don't have a fricking clue about how life actually works.
Mom should take them to a farm and let them watch a cow being slaughtered and butchered and then explain why the kittens had to be killed.

I'm not particularly an animal lover, but I would still value the life of the kittens higher than this pathetic gun-nut.
My objection was to his shooting the kittens in front of the kids. Not the act of killing the kittens, so long as it was safe and humane.
He knew that the kids were looking. Why the fuck else did he tell them that they were going to kitty heaven?
His gun up his ass is the least he deserves.

You could instead have had the mother cat spayed and released. No need to have killed her, and she wouldn't breed any more kittens.
