I don't understand what the dye did. It's his eyes and inside of his mouth that seem to stand out in the picture.
I can't see how a dye did that. Maybe the picture is misleading.

Why use invisible dye? Use the indelible stuff they put in bank dye packs. Turn the asshats bright purple/red.

That picture looks more like someone's had fun with Photoshop and a Solarise filter to try to give an impression of the effect than a real image. I think there would be medical concerns if even criminals' eyes were being impregnated with dye.

No, it's definitely not the same photo.
One is with the lights on, and one is with the lights out, and illuminated with an ultra-violet lamp, or something similar.
Bit like on bank notes, some parts glow under UV.
