Yeh, the answer is so obvious, I'm surprised at the question. IQ isn't a proper measure of intelligence. It's just a measure of how well the people who took the same test on the same day, did on a particular test.
And most IQ tests have a social bias. So people from disadvantaged backgrounds are very likely to score them lower.

Those people will probably be Democrat voters because they have nothing better available.
Having said that, voting is so tribal in parts of the US that you get many disadvantaged people in redneck areas, who vote republican as a sort of tribal loyalty, often against their own economic interests, which sort of bears out what I suggested in the OP that on average, people tend to become like their parents.
While there is a market for shit, there will be assholes to supply it.

Ah the "bad test taker" mantra.

"I'm a bad test taker. I really am smart. I'm just not that good at tests."

"Oh, really? The part where you get messed up is the part where we find out what you know?"

And, the "against one's economic interests" is a silly one too. Look - lots of people vote on principle and against their "economic interests." Look how many rich people and middle class people vote Democrat. That's against THEIR economic interest, since their taxes go up. Why is it reasonable for those folks to vote against their economic interest, but unreasonable for folks of less means to vote against their (immediate) economic interests?
