It's starting to look now like it was just a lone shooter.
They were originally looking for two more men, now it's gone down to one, and last news, they were a bit non comittal about that. I get the impression that they are expecting to rule other shooters out, in the end.

It probably was just one guy. Still, by the time I left work (after my building was no longer on lockdown) the security force were manning the gate decked out in body armor and shotguns. My office is a mile or two across the river from the Navy Yard, and also a Navy installation.
