That almost describes the UK. If you said '' reasonably effectively '' it would. Nothing's ever perfect.

People who don't train their dogs piss me off. They treat them like toys. If a neighbour of mine had five pit-bulls, and a rickety fence, he would have five dead dogs within days.

One of my neighbours had noisy dogs that barked all the time. I noticed a sign on his gate saying sarcastically '' thanks to the person who poisoned our dogs .... blah blah.''
It wasn't me, but I don't blame whoever did it. If you don't train your dogs, you don't deserve them.

Too bad he's using an anecdote, which is the reasoning of the desperate.
I'm sure the poor guy in the story was desperate. So what did he need that he didn't have?
A knife, bear spray, pepper spray, a big stick?
Hm. All potential useful defensive weapons, although a knife isn't going to do much good against five vicious dogs in the short term. Bear or pepper spray could be effective, and it appears legal to carry some form of OC spray in Chicago. Stick? Useful but not necessarily effective, particularly in a five-dog attack.

Anything else that might have been more effective in a shorter period of time and which could have eliminated the threat to the rest of the public?

Anyone? Anyone? Bueller? Bueller?

How about something any cop on earth would have used immediately if he were similarly attacked?

Not sure but I suspect that carrying Glamdring, or Orchrist or even Sting around in Chicago would result in a much more lethal attack from the police than from the dogs. Chicago cops are WAY worse than pit-bulls.

Kung Fu is the obvious answer.
Bruce Lee would have just jumped ten feet in the air, then spun around for no obvious reason, then kicked fuck out of the dogs, while making weird noises.
I could do that.

I make a lot of weird noises.
