I doubt he ever planned to build the hotel, and the windfarm is his excuse.

Not personally, I don't think. Property developers pay him to use the Trump name, it apparently helps them attract buyers. God know why. So he doesn't personally own much of the "Trump" real estate, or the companies that filed for bankruptcy.
