He's not irrelevant. It's just that at a certain point in time during a two term Presidency, the buck stops at the President. He was hired to fix problems and act in the interest of the nation. He is not required to follow past Presidential policies and he is in charge of the Executive Branch. To say, 4 1/2 years in, that the prior President is to blame for the current President's failings is just excuse-making.
