That's not our job...or at least, certainly not the way I see it.
As far as I'm concerned, people can say whatever they like (that's the beauty of this place). People should bear in mind, though, that they are responsible for what they say and there are measures in place designed to protect other members from antisocial behaviour. They should also bear in mind that there are such things as libel laws - so if you're going to falsely call someone a paedo (for example) at least make sure they don't reside in the same country as you otherwise someone might just sue your ass.

Safety (Fire)
State security
Libel/Slander if untrue
Disturbing the peace, a civilized society will expected that certain locations and times that noise levels will be low or zero. Having a blazing row shouting your head of with your partner may be legal occasionally but do it every day at 2am in the morning expect to face noise abatement laws. I have have no problems in locking people up for shouting outside a funeral (if it on public/private land). Swiss have very strict rules about this no use of washing machine outside certain hours etc
Incitement to violence (must be a clear and imminent threat)
Courts ,you speak when you are told to and on the subject you are told to. Failure to to so and you are looking at contempt of court
Use of personal image : I have a lot of sympathy with the French and a person owning copyright for commercial purposes on their own image

I am sure there are plenty of others but all countries have those sorts of restrictions in one form of the other, society simply couldn't function without it
