The North wants to send a lower-level official to meet a higher-level SK official and the South wants equal-level participants. It's a game of one-upmanship on NK's part.

But I'm willing to bet that they'd send a higher-level official to meet with a lower-level US rep, though. They gain nothing by getting recognition from SK, but they can use the US-NK meet to fuel their propaganda machine.

That "saving face" thing isn't unique to Asia, ime. I think almost all cultures have a version of it.

Just my pet theory: I think it seems more prominent in foreign cultures because we're so acclimated to it in our own. Think of the Latin cultures and machismo, the Russian version, etc. In general, people are sensitive to public status and the prospect of being publicly dissed. Not saying it applies equally everywhere, though.

Edit: Think of all the stubbornness that people display on the interweebs, the near-universal unwillingness to admit error, even when faced with what they would otherwise consider sufficient refutation when applied to someone else's argument.

Satellite photos show signs of new tunnel work at North Korea’s underground nuclear test site, a U.S. research institute said Tuesday.

The U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies said in an analysis that it does not appear to indicate another underground blast is imminent at the Punggye-ri site in the country’s northeast.

But it suggests North Korea has continued to work on its nuclear weapons program despite a recent easing of the tensions that followed its atomic test in February.

The commercial imagery shows gray spoil, apparently of rock dug from inside the mountain site, dumped near a tunnel entrance.

The work appears to have started by late April, according to the analysis, published on the institute’s web site, 38 North, with contributions from imagery analysts Jack Liu and Nick Hansen. The latest photo is from June 1.

The images provide hints about what’s going on at Punggye-ri but critical activities are conducted underground out of aerial view. And it is notoriously difficult to gauge Pyongyang‘s intentions, particularly with regard to its nuclear program that has advanced despite U.N. Security Council demands for it to desist.
