Well as far as I'm concerned no one under 14 should ever be charged with a heinous crime but that doesn't mean they shouldn't be locked up in a secure mental unit for a long time.
Lets be controversial Jamie Bulger murders who were 10 should never have been charged (and if had done the crime a couple of years earlier wouldnt have been).

Indiana seems incredibly confused about what age people become adults :
This is from the gvt website, regarding alcohol laws :

1.Persons thought to be less than 26 years of age should be asked to produce reliable proof of age. Suggested items of identification are picture ID's, including but not limited to, a driver's license, state-issued ID card, US Government identification. REMEMBER: If you still question the age of the person you should refuse to serve them.

10.Minors (those under 21 years of age) need to know that, in accordance with Indiana Code 7.1-5-7-7, it is illegal to knowingly:
■Possess alcohol
■Consume alcohol
■Transport alcohol on a public highway when not accompanied by at least one of his/her parents or guardians.

So 12 year olds are adults, when they fire a gun, but 21 year olds are minors, if they want to buy a beer.

What is the point of making these distinctions between childhood and adulthood, if the courts are going to ignore the distinctions? This whole business of trying children as adults has always seemed bizarre to me.
