That wouldn't necessarily cost much more. Just have one part, positioned so that nothing can crush it, with a bit of stiffening for the walls etc. Tornadoes pass in a few minutes, so it wouldn't have to be much bigger than standing room for all the people.

And a shelter shouldn't cost a fortune. It's only in use for a few minutes, so it wouldn't need any special fitting out.
Basically, a hole in the ground, with a very strong roof, and walls extending a few feet upwards, to prevent flooding.
You could easily put 100 people in a 20x20 shelter, especially if some were kids.
On the other hand, a strong room above ground could be used day to day as well, so that's maybe a better option.
Looking at the video, it seems like most of the school was ok, just one part was weak, so it's probably just a question of better design in public buildings.
While there is a market for shit, there will be assholes to supply it.

Well, they could put the cafeteria underground and still have a big open space for people to crowd into.
