My second was (and at this time still is): who did it and why? The only reasons to target the Boston Marathon are a) publicity, or b) sheer insanity. If it was a crazy person planting various devices (and another went off at the JFK Library, plus others have been found by the BPD), then we may or may not ever find out who or why. If it was for publicity, then somebody is going to claim credit. The only reasons I can think of that he/they haven't done so by now is that either a) they're waiting for the story to keep building so that the maximum number of people know who did it and what their cause is, or b) something else in their plan has yet to happen.
I'd also bet on domestic terrorism rather than an international attack, or a lone nutjob. But who knows.
