If one steps away from the tit for tat rhetoric it is worth considering that NK really do think that the actions of the UN and the USA in particular are 'aggressive' in exactly the way much of the world thinks NK is being. They are, after all, a tiny country and everyone seems to be 'against them'. Perhaps the actions of the UN only feed into this ratcheting up process. Perhaps an approach based on more or less ignoring them would be more productive.
