I'm not sure i've ever claimed local is more efficient, economies of scale might suggest the opposite. But the advantages of Scotland being in control of the economy are more to do with tailoring policies more specifically for Scotlands needs, rather than Londons. Similarly, UK currently tailors policy to the needs of UK, not Europe.
