Svartalf may correct me, but I imagine that in order to use "are" he'd need to say "les Francais" or something like that.

La France is a reference to the country as an individual.

It is like saying "France are going mad", or, "Canada are going mad", not by reference to Canadians as a group, but to the individual state itself.

Just my two cents, and happy to be corrected...
