In a 1998 book, More Guns, Less Crime, economics researcher John Lott's analysis of crime report data claims a statistically significant effect of concealed carry laws on crime, with more permissive concealed carry laws correlated with a decrease in overall crime. Lott studied FBI crime statistics from 1977 to 1993 and found that the passage of concealed carry laws resulted in a murder rate decrease of 8.5%, rape rate decrease of 5%, and aggravated assault reduction of 7%.

In a 2003 article, Yale Law professors John J. Donohue III and Ian Ayres have claimed that Lott's conclusions were largely the result of a limited data set and that re-running Lott's tests with more complete data (and nesting the separate Lott and Mustard level and trend econometric models to create a hybrid model simultaneously calculating level and trend) yielded none of the results Lott claimed.[84] However Lott has recently updated his findings with further evidence. According to the FBI, during the first year of the Obama administration the national murder rate declined by 7.4% along with other categories of crime which fell by significant percentages.[86] During that same time national gun sales increased dramatically. According to Mr. Lott 450,000 more people bought guns in November 2008 than November 2007 which represents a 40% increase in sales, a trend which continued throughout 2009. The drop in the murder rate was the biggest one-year drop since 1999, another year when gun sales soared in the wake of increased calls for gun control as a result of the Columbine shooting.

In reporting on Lott's original analysis The Chronicle of Higher Education has said that although his findings are controversial "Mr. Lott's research has convinced his peers of at least one point: No scholars now claim that legalizing concealed weapons causes a major increase in crime."

The National Research Council, the working arm of the National Academy of Sciences, claims to have found "no credible evidence" either supporting or disproving Lott's thesis.

Abstract

To estimate the frequency of firearm retrieval because of a known or presumed intruder, the authors analyzed data from a 1994 national random digit dialing telephone survey (n = 5,238 interviews). Three mutually exclusive definitions of firearm retrieval were constructed: (1) retrieved a firearm because there might be an intruder, (2) retrieved a firearm and saw an intruder, and (3) retrieved a firearm, saw an intruder, and believed the intruder was frightened away by the gun. Of 1,678 (34%) households with firearms, 105 (6%) retrieved a firearm in the previous 12 months because of an intruder. National projections based on these self-reports reveal an estimated 1,896,842 (95% CI [confidence interval] = 1,480,647-2,313,035) incidents in which a firearm was retrieved, but no intruder was seen; 503,481 (95% CI = 305,093-701,870) incidents occurred in which an intruder was seen, and 497,646 (95% CI = 266,060-729,231) incidents occurred in which the intruder was seen and reportedly scared away by the firearm. Estimates of the protective use of firearms are sensitive to the definitions used. Researchers should carefully consider both how these events are defined and the study methods used.

Clackamas man, armed, confronts mall shooter

PORTLAND -- Nick Meli is emotionally drained. The 22-year-old was at Clackamas Town Center with a friend and her baby when a masked man opened fire.

"I heard three shots and turned and looked at Casey and said, 'are you serious?,'" he said.

The friend and baby hit the floor. Meli, who has a concealed carry permit, positioned himself behind a pillar.

"He was working on his rifle," said Meli. "He kept pulling the charging handle and hitting the side."

The break in gunfire allowed Meli to pull out his own gun, but he never took his eyes off the shooter.

"As I was going down to pull, I saw someone in the back of the Charlotte move, and I knew if I fired and missed, I could hit them," he said.

Meli took cover inside a nearby store. He never pulled the trigger. He stands by that decision.

"I'm not beating myself up cause I didn't shoot him," said Meli. "I know after he saw me, I think the last shot he fired was the one he used on himself."

The gunman was dead, but not before taking two innocent lives with him and taking the innocence of everyone else.

"I don't ever want to see anyone that way ever," said Meli. "It just bothers me."

Gunman was using an AR-15 type weapon and it jammed on him. The design is notorious for being unreliable if not well maintained. Let this be a lesson to would-be gunmen - maintain your weapons.
