The problem with pointing the finger at one, however, is that it incorrectly ignores the effect of policies put forth by the other.
Missing the big issue, if the executive doesnt have the confidence of the legislature the executive resigns which in the US would mean never having one.

Comes down to whether you fear weak government more than tyrannical government, I know what I fear the most

I don't think we have any. (With the possible exception of certain parts of Quebec)
The last time I looked, the Conservative and Liberal parties were virtually indistinguishable from each other, and the NDP (New Democratic Party - Labour party analogue) never got anywhere near a parliamentary seat except one time (I think in the 80's) when everyone got so pissed off with the other two, they actually voted the NDP in! ... They lasted 6 months.

I thought it made him look arrogant and foolish. It also made me laugh.

If Obama had lost and didn't have a speech prepared, I'd have been disappointed.

It's a simple, gracious concession. Short and to the point -- thank all the people that worked hard, and be gracious to the victor. There is no reason that needs a lot of preparation.
