Start new wars quickly enough and the news media won't have enough journalists to cover them all and statistically, you are sure to win one of them, unless you are French, though you eventually run the risk of getting confused and declaring war on yourself.

Cunning. Or wait until the war is basically finished and then declare war. Errr.....like Brazil (can't be bothered to look up those countries that declared war on Germany in 1945 but Brazil will do).
