I will always have at the back of my mind a comment that Mao made way back in the 60s to the effect that China could afford nuclear war because it had so many people it could spare...

Yeah, right, and the chinese demand technology transfer if you want to sell anything to them, so that the next batch will be built by Chinese interests with not a verdigrised fen going West, and the third batch will be sold at cut rate prices to emerging countries.
