Maybe not. But McCain himself would have been noticeably different from Bush. More integrity, more respect, more intelligence.

I am fairly sure he would have gone into Iraq in 2003, though. I am, however, fairly sure that so would a third term Bill Clinton (theoretically), and Al Gore. We would have gone on the same war footing, and the Patriot Act would almost certainly have been enacted (evidence of that is that even under Obama and a fully Democrat controlled House and Senate, it wasn't repealed).

And, the Republicans would have been pointing the finger at Gore for "lying" about weapons of mass destruction, etc.
