Quite true. When you do that, the enlightened Yerpeein countries will manufacture a genocide allegation (well, they'll say that you "might" fire on your own people), and then organize an invasion of the country claiming humanitarian grounds, which, of course, will be accepted without question by the Yerpeein population (because Merka is not leading the charge, so it must be truly a humanitarian crisis...).
