Well, you do have to possess French citizenship... though if you're planning long term you could sue for eligibility to be extended to any EU citizen... I suspect you might succeed after a dozen yeasr or so when it came to Strasbourg.

The harder part would be convincing 500 hundred established French politicians (MPs, senators, Europe MPs from France, town or city mayors, representatives to regional councils) to sign off on your name as a valid candidate. Especially now that the big parties have been putting pressures on their officials, and officials from towns on which they could apply financial retributions come budget voting time, not to give their support to unapproved people.
