What apparently started this was:

Point of order! You can't blaspheme against a person, or a grouping.
Anyway, this is not a law, it's only an expression of opinion, and (at worst) a request. Now, if the council ends up refusing to grant/renew licences or suchlike for reasons which appear to be linked to this, then the fur will fly.
