Communism is deserving of fear, it's a very, very dangerous and evil ideology that must be destroyed root and branch, like cancer or the Mongol horde. If one doesn't fear Communism then one is either a Communist or one is simply too ignorant and stupid to be allowed out in public without a leash and a muzzle, and certainly nobody that stupid should be allowed to vote for anything.

Both, I'd say. The inherently evil people are those who enter the Communist elite cadre (the True Believers) and engage in propaganda and indoctrination of those who become evil when they accept Communism as a legitimate political and social ideology.
