Its simple people with conscious almost always have a predisposition to have a concern for the vunerable which often includes women and children. So the news as they have done since year dot are emotionally manipulating the viewer to stay and watch the ads or read in the ads in the newspaper.
I think it has got worse especially since the proliferation of news sources and the habit of blurring the lines between news and entertainment.

I think that's a good idea because then the sharks get the minimum snack before we know something is out there. I'm also in favor of shooting sharks with laser beams.
