Apparently. Offered it to Spain in return for support against the French and the Germans in EU negotiations. Outrageous! Gibraltar is self-evidently British and forever so its people wish it to remain.

If I was PM I'd pretend to offer Gibraltar to Spain, just to cause apoplectic meltdown amongst telegraph and daily mail readers.
