Purist libertarians would want the toll roads to be privately run.
Personally, I'm not a big fan of tolls: paying for roads with fuel taxes is generally a sufficient link to usage.

They can be most of Australia's roads are toll free toll roads are an eastern states thing.

Western Australia the biggest state in the world apart from some state in russia has not got an inch of toll road sure you could say mining but nor does SA and it has being described as a economic basketcase.
