The law should not concern itself with trifles, and even moreso a government bureaucracy should not concern itself with trifles.
I highly doubt that a single person in the EU has purchased a bottle of water under the impression that water is a "cure" for something. I am quite sure that people buy bottles of water to satisfy thirst. If someone is, in fact, dehydrated, I am quite sure there is no likelihood that they will be fooled by bottles of water into thinking it is medicine or medical treatment.
Further, as Seth pointed out, arguably, some forms of dehydration are helped by drinking water. So, whether an assertion made on a bottle of water is true or not would depend on exactly how it is phrased.

I have to tell you, I definitely didn't notice. The main reason I didn't notice is because it didn't happen.
There were certain areas at certain times that have had certain aspects of certain industries being "deregulated" - like the power industries, the cable television industry, and the airline industry. Most of those have worked out well, for the benefit of consumers and resulted in lower prices and often better service.
With respect to advertising, though, the regulations have done nothing but increase in all sectors of the US economy for the past 50 years. To suggest that we once had a lot of regulations, then "deregulated" (when?), and now we learned our lesson and are "reregulating," is -- well -- not true.

Glass Steagall's repeal removed the separation (in the US) that previously existed between investment banking which issued securities and commercial banks which accepted deposits. However, Gramm, Leach, Bliley Act replaced it, and that Act is huge, and has its own complex compliance requirements. What does that have to do with the EU wasting time banning water companies from putting references to dehydration on their bottles?
Moreover, GlassSteagall is one law, and in and of itself constitutes zero evidence of an OVERALL "deregulation" (which never happened).
