Two big questions here:

Are people in power who allow things to happen under their watch complicit in those events?

Does juxtaposing two separate events amount to propaganda if they are only indirectly related? And as a subset to this one, is something merely 'propaganda' if it assumes as a premise, something that you disagree with?
