It's an elegant and efficient mechanism for chipping away at individual rights and keeping the lumpen in a state of constant alarm, with Fearless Government Agents cast as heroic saviors of course. Orwell got it right in 1984, in order to completely control the population you need a state of constant warfare with an implacable external enemy. Shadowy terrorist cabals are tailor made for that role, without the expense of actual, physical warfare.
