He's not irrelevant. It's just that at a certain point in time during a two term Presidency, the buck stops at the President. He was hired to fix problems and act in the interest of the nation. He is not required to follow past Presidential policies and he is in charge of the Executive Branch. To say, 4 1/2 years in, that the prior President is to blame for the current President's failings is just excuse-making. I wouldn't tolerate that no matter who is President.

Some were caused by things done during the Clinton Administration, like the destruction of the law which limited commercial bank securities activities and affiliations between commercial banks and securities firms, and the subprime mortgage market caused by SallieMae and Freddie Mac and government policies which put in motion the events which led to the housing bubble (the subprime thing was largely a creature of the Clinton Administration). Prior to that, Jimmy Carter's Depository Institutions Deregulation and Monetary Control Act of 1980 set in motion the elimination of financial restrictions on banks and other institutions. After that, under Reagan, the bipartisan Garn-St. Germain Act created the adjustable rate mortgage which helped lead to the housing bubble a couple of decades later. Bill Clinton signed the Gramm-Leach-Bliley Act which reduced the separation between commercial banks and investment banks.

Of course W continued the process when his SEC relaxed the net capital rule, letting investment banks increase their level of debt to dangerous levels. The creation of the derivatives market in the 1990s was another nail. And, there was a perfect storm of incorrect pricing of risk, a commodities boom, the collapse of the shadow banking system, weak/fraudulent underwriting practices, predatory lending and other factors.

Only a big dummy would think "blame Bush" and leave it at that.
