A 16 year old is perfectly capable of driving a car, and learning responsible driving habits when young is far better than waiting until one is 21.

For the first year, there are various restrictions on how many passengers you can have and speed, and a zero blood alcohol policy. So it is somewhat graduated as you suggested. I think it's a good idea (our youngest is almost 17, and doing lots of supervied driving). Statistically, you still get a spike in accidents in the first few years of holding a license, but that doesn't mean that the sensible majority of young drivers should be restricted more than they already are.
