Yes, Zilla, everyone in the DPRK can download any content they want for free, except that they aren't allowed access to the internet, only the DPRK's 'intranet" that has about 12 websites on it, most of which official 'party' sites and others preaching "juche."

And, they're up to 55 televisions per 1,000 households, and a few thousand government officials have limited access to the internet. That's a wonderful achievement, and edifice-like monument to freedom.
