I will always have at the back of my mind a comment that Mao made way back in the 60s to the effect that China could afford nuclear war because it had so many people it could spare...

This is probably different to the quote you're thinking of, but it also sums up Mao:

China also supplied the massive crane being used in the construction of the new aircraft carriers. We are becoming as dependent upon them as we have previously been upon the Merkins.

Yeah, right, and the chinese demand technology transfer if you want to sell anything to them, so that the next batch will be built by Chinese interests with not a verdigrised fen going West, and the third batch will be sold at cut rate prices to emerging countries.
