Let me add something else here. Evolution as it works on slow reproducing humans takes thousands of years. Any change in IQ that occurs over 100 years or so, must be due to environmental effects.

There is one thing, though. The human genome will probably be changed drastically by human efforts. That is, through genetic engineering. There is no reason in theory why a future, more developed genetic science, could not collect superior genes from superior humans, replicate those genes, and introduce them into the zygotes of a whole new generation. With sophisticated and cheap robotics this could be done at very low cost. What parent would not want his/her child to get all the benefits of such superiority?
For every human action, there is a rationalisation and a reason. Only sometimes do they coincide.

I can't see genetic engineering fixing problems that are the result of the interactions and expressions of several genes. That is best left to eugenics.
For single gene errors genetic engineering is probably the answer.
A rational skeptic should be able to discuss and debate anything, no matter how much they may personally disagree with that point of view. Discussing a subject is not agreeing with it, but understanding it.

Actually the evidence is pointing out that IQ is not heavily dependent on environment, but on genetics. Environmental differences are much stronger at a very young age, but gradually decreases until by the mid 20's where genetics is responsible for ninety percent.
You do realise the heritability of a trait is used to explain the variation within a trait and not the trait itself (i.e, 90% of the difference between two people is attributable to genetics, to use your example, as opposed to 90% of IQ being genetic)

There are also problems with "missing" heritability that keep cropping up with genetic association studies - a lot of it, it turns out, may have to do with epigenetics as well, consisting of processes that sit on top of genetics and can be influenced by the environment, or be random.
