I'm going with my original theory: Cain accidentally spurted out a piece from a pre-planned response about Iran into his answer about China. Which isn't quite as bad as not knowing that China was a nuclear power, but still pretty embarrassing if that's the truth behind all this.

Campaigns are demanding and people are going to slip up ad misspeak, and then have their quotes pushed by media outlets that don't like them. There are obvious verbal flubs (and occasional misinterpreted sarcasm) that are easy to overlook, and then there are flubs that seem to expose genuine ignorance. Of course Obama knows there are really 50 states; that gaffe was an easy one to brush aside. Cain's understanding of the Chinese military? Politics is so emotionally charged, that accusations of ignorance or other such faults that rely on subjective interpretations are hardly constructive.
