Well since it IS a UK government report, I don't doubt the figures will have been "massaged", but they wouldn't get away with that much, this being the science community.
I'll get my mate to have a look. (He's a specialist in statistical research methodology, has written a number of books on the subject and he's a prof at Bath.)

Frankly, when we're dealing with quotes and publications I think that English speaking nations have an unfair advantage for reasons of the US, British, Australian and Indian press all being available if not predominantly in English as well as English being the defacto language of the internet.
