Defence Seceetary Hammond has done what Stephen Hawking only talks about, caused a black hole to evaporate. A £38 billion funding black hole at the heart of the Ministry of Defence that is! He has done this by the simple expedient of
A) just getting rid of loads of stuff
B) getting the chiefs of staff to write down what it is they actually need.
So now the books are balanced, the MOD can get busy unbalancing them again.
