This is something that never took off anywhere: economy healthcare. You can travel to countries where the process is cheaper but in general the standard across one country is all about the same. Those who practice malpractice are typically weeded out, eventually.

And that is the problem with "malpractice insurance," which should be illegal because if you, as a physician, commit malpractice, even once, you should never practice medicine again and you should be driven into bankruptcy by a civil judgment against you by the victim.
That is how you "weed out" bad doctors.
