Nothing can be done. Once America becomes bankrupt all hell will break loose. The prisons will be emptied and the prisoners spill out onto the streets. Because of centralization of the prison population in the US they will form tight knit and dangerous social entities which will wreak havic on any attempt to recreate the former United States. They will use religion has a simple means to gather high level social & political power. The US will evolve into theocracy and theo-fascism. The small minority of atheists will be hunted down killed, just like happened in the Cultural Revolution to the intellectual classes in China. Atheists in america will become scapegoats for the fall from greatness. Are you ready for your future after the dollar default.

You're not thinking this through. Sure, it's easier to find out he stole the car. Then what do you do? You can't imprison him. He can ignore your little GPS thing as much as he wants. We could use the tether as a half-way point. It puts you back to overcrowded prisons, since the prisons are mostly full of repeat offenders.
